Objective: Reducing the negative impacts of climate change on agricultural production of the ethnic minorities in Bac Kan province by creating favorable conditions for these communities, building agricultural production models based on indigenous knowledge and production experience to adapt to climate change.
Key results:
Result 1:Enhancing capacity for members of communication team on climate change in two communes, one districts of Bac Kan province. Raising the awareness of people about climate change and mitigating natural disaster risks through communication activities conducted in the local area.
- Building the communication team on climate change with 28 members who are the professional staffs of departments and professional staffs of Cho Moi district, officers of commune and communicating directly to the community in two communes of Thanh Van and Mai lap in January 2013 (980 households were able to heighten their ability on climate change and natural disaster risk prevention)
- Building the documentary on communications about cold prevention for crops and livestocks were approved and put into circulation in the province from January 1/2013 by Agriculture and Agriculture Development Office of Bac Kan.
- Training on capacity building on climate change and integrated skills of climate change into socio-economic development plans of local area for staffs of departments in Cho Moi district, officers of two communes- Thanh Van and Mai Lap; Training on climate change and communication skills for officers and teacher of elementary and secondary school of two communes; soft skills training for staffs of branches, women's union branchs of two communes and organizing 02 extracurricular communication sessions: painting competition and contest of eloquence on climate change for the elementary and secondary students of two communes.
Result 2: climate change adaptation capacity of the people was enhanced based on the development of agricultural production models to adapt to climate change.
- Continuing to develop and replicate 03 existing agricultural production models on climate change adaptation: Ginger model, medicinal plants intercropped banana on sloped land and drought adaptation; Potatoes cold adaptation; Green beans drought adaptation. The households participating in replicated models had supports in fertilizer and seed following the regulations and in technical training courses in each period .The replicated model had high effectiveness and local people and government had suitable orientation on plant structure to suit local conditions.
- Building 3 new agricultural production models adapting to climate change: Livestock cold adaptation Model; garden-hill model and Canna drought adaptation. Households participated in developing models were supported in fertilizers, all seed kinds needed to build the model. Winter in 2012-2013, no animals died of cold weather in the two communes.
Result 3: Some of local policies were considered to support people on agricultural production adapting to climate change and mitigation of natural disaster risks.
- Supporting the core farmer groups in mobilizing and combining climate change adaptation (CCA) and Disaster risk reduction(DRR) into socio-economic development plan of the local area.
- Responding to climate change issues were concerned by the local departments. Through the success of projects, the problems of climate change has been integrated into the socia-economic development palns (SEDPs) of two communes which were shown in: the socio-economic building and developing plan of Thanh Van and Mai Lap communes. The criterias for climate change were outlined in detail for the relevant authorities and put into the new rural commune development projects.
- Cho Moi District People's Committee and the specialized departments have guidelines for integrating climate change into the SEDPs of the district and specialized departments (Department of Agriculture) have driven the integration of climate change into development programs of the field.
