Sustainable management of forest land in high poverty rate areas in BacKan province

Objectives of the project: Enhancing capacity and accessing right to forests and forest land, creating positive impacts on the management of forests, conservation of natural resources and developing of appropriate skills for livelihood improvement of disadvantaged ethnic minority groups living based on the forest in 2 communes of BacKan province.

Key results: 

Ethnic minority communities have legal and equal rights in accessing to natural resources:

  • 89 households accounted for 92.79% are able to enhance accessing ability to natural resources in a sustainable way through the supports in receiving forestry land use right (LUR) certification in 2010-2012 period with the result of 308 forest land documents of 889 households with the area of 4129.5 hectares (is being established records and preparing to handover 3081 certifications of forestry land use right for the residents)
  • Enhancing access ability to natural resources in a sustainable way for 245 households through the effective training and care for 95.6 hectares of plantations for 245 households  after being granted red book (LUR) from their self-produced seedlings.

The  capacity of ethnic minorities was raised for sustainable management and effective use of natural resources:

  • Enhancing the ability to access to natural resources in a sustainable way for 316 households through the raising in awareness and capacity of 316 households on nursery making techniques to build 30 nurseries and the gardens to get 27 thousand seedlings
  • 250 households were able to enhance the sustainable way to access to natural resources and increase income through cultivation of banana on sloping land (average income of 3-5 million dong/household/year) with supports of projects and 135 programs
  • 38 people (11 commune officers, 27 representatives of residents, 25 men, 13 women, 6 Kinh ethnic, 2 Dao ethnic, and 30Tay ethnic) were able to enhance their capacity and feel more confident when giving their concerns to the proposed work plan in 2012 of the commune, in a seminar in developing the project work plan in 2012.

The community-based organizations were built / established in order to manage natural resource:

  • 1 CBO about beekeeping in Thanh Van commune, 1 CBO about beekeeping in Mai Lap is initially continuing to operate effectively to support ethnic minority in economic development and sustainable approach enhancement of  EM forest through getting pollen from forest resources of the bees, this was appreciated by government in the preliminary report in the first 6 months and at the end of the year of the People's Committee  and quarterly reports of the women's union, periodic reports of the People's Concil of the commune.
  • 2 CBO raised chickens (original chickens) with 19 members of Dao ethnic women who are in poor households do not have or have less farming / forest  land operating the organization effectively and able to reduce the impacts on forests.
  • Technical training and supporting 30 groups interested in forest seedling nursery production at the local forestry to service seedling for the assigned land areas.

The network from the grassroots to the national level is established and operated for policy advocacy through the public organizations / networks / workshops / forums:

  • A workshop to share experiences in granting land use right certification (LURC) and sustainable management of forest.
  • Documenting guidances of forest land allocation process / land use right certifications.
